What a CECOVI is and why virtual coordination connects resources that are spread out

The problem of provincial dispersion

Many Spanish provinces organise their firefighting and emergency services into district or municipal fire stations, spread across the territory and managed relatively independently from one another. Each works with its own records, protocols and communication channels. As long as emergencies are resolved within a single station's remit, that setup works; the problem appears when an emergency outgrows that remit and requires coordinating several stations at once.

What a CECOVI is

A CECOVI (Virtual Operational Coordination Centre) is a digital command post that doesn't depend on physically gathering those in charge in one room. Instead, it lets each of them access, from wherever they are, the same real-time information: resource locations, available personnel, and how the emergency is developing.

What changes compared with the traditional model

In the traditional model, each station manages its information in isolation and coordination between them relies on crossed phone calls and radio communication, with the risk that the picture of the situation goes out of date or is interpreted differently depending on who receives it. With a CECOVI, that picture is a single one, visible at the same time to every body involved, without depending on someone manually relaying it from one centre to another.

Why the cloud solves a structural problem, not just a technical one

Rolling out a virtual command post doesn't require administratively merging the district stations or unifying their budgets: it operates as an additional data layer on top of what already exists, which allows for a fast cloud deployment without heavy infrastructure procurement or prior organisational change.

CECOPAL and CECOVI: two different pieces

The two concepts shouldn't be confused. CECOPAL is the municipal chain of command formally activated when an emergency is declared, as set out in civil protection plans: it's an organisational decision about who's in charge. CECOVI is the operational space where that command, along with technical teams who may be physically scattered, work in sync for as long as the event lasts. One defines the authority; the other, the shared working environment.
